On April 27, 2021, the Council for the Promotion of Integrated Innovation Strategy decided on the "Policy Directions for Ensuring Research Integrity in Response to New Risks Associated with Increasing Internationalization and Openness of Research Activities".
Research integrity refers to the soundness and fairness of research, and in ensuring this integrity, it is important to implement more appropriately and reliably those measures that have been taken by the university and each member, such as prevention of research misconduct and conflicts of interest, and security export control.
In addition, with the rapid progress of internationalization and openness in research, there is a renewed need to ensure research integrity so that research activities at universities are recognized as internationally credible research activities with transparency and fulfillment of accountability.
In light of this, JAIST has established the "Regulations on Ensuring Research Integrity in Research Activities at the National University Corporation Japan Advanced Institute of Science and Technology" (in Japanese) effective from April 1, 2024, and is committed to undertaking appropriate risk management as an organization.

With the internationalization and openness of research, the following events, such as conflicts of interest, duty conflicts, technology leakage, information leakage, and decreased trust, are anticipated to occur as risks. All faculty, researchers, technical staff, students, and anyone else engaged in research activities within JAIST should consult or report to the relevant department and complete necessary internal procedures, considering the following confirmation points.
(1) In case of exchanging memorandum, entering into agreement, contract or collaboration with foreign institutions or universities, for example:
- Conclusion of joint research agreements, contracted research, etc.
- Conclusion of academic exchange agreements
- Employment through cross-appointments
- Employment of researchers, etc.
(2) In case of receiving subsidies, grants, remuneration (incentives, salaries from concurrent employment, prizes, gifts, donations, travel expenses, lecture fees, writing fees, etc.), or providing goods from foreign institutions or universities, for example:
- Receipt of research grants, donations, etc.
- Appointment as visiting professors, paper review committee members, etc.
- Lectures with travel expenses covered by the other party
- Provision of research sample specimens, etc.
(3) In case of engaging in collaborations without exchanging written agreements or collaborations without remuneration or provision of goods, for example:
- Participation in foreign talent recruitment programs
- Appointment as emeritus professors without employment relationships
- Free use of facilities and equipment of foreign institutions, etc.
- Joint application for research solicitations
- Research conducted in collaboration with foreign institutions or universities, etc.
(4) When there has been concerns about risks arising from substantial changes in circumstances from the time of contract in the case of a long-term collaboration or contract with foreign institutions or universities.
(5) When there has been concerns about risks arising from long-term or high-frequency business trips to specific foreign countries.
(6) When there has been concerns about risks arising from the misuse of joint research, such as affecting national security, economy, or society adversely, during the process of conducting collaborative research with foreign institutions or universities beyond the intended purposes.
